Public Session

A public session is a standard GTA Online lobby shared with other random players, holding up to about 30 people. Most money-making businesses — selling crates, vehicle cargo, and biker stock — can only be run while you are in a public session.

The trade-off is risk: other players, including griefers on weaponized vehicles, can attack you and destroy your cargo during a sell mission. That tension is why many players seek quieter lobbies, and why a pre-loaded account can be appealing to anyone who dislikes selling under constant threat.
