Can I play ranked immediately on a Emerald account?

Why are higher tiers so much more expensive?
Three reasons: (1) listing supply is much smaller — there are far fewer Master+ players globally than Plat. (3) decay protection — for Master+ tiers, listings include a recent-activity guarantee to ensure decay hasn't kicked in.
Are these accounts hand-leveled or pre-played?
Pre-played. Emerald tier requires actual ranked play — you can't hand-level your way into Master. The previous owner played 50-300+ ranked games to climb to this tier. The account history reflects that real play.
Will Riot decay flag my account after I buy it?
