Botted or flagged accounts: an account's history stays with it. An account that was already banned at purchase is covered by the 14-day warranty.
How the account is played: Riot's systems act on cheats, scripts, bots and boosting, not on a change of owner.
Low, not zero: a hand-leveled account that you secure and play yourself is low risk, but nobody can honestly promise zero.
